Moving plant machinery from one site to another sounds straightforward — until you consider the permits, the weight limits, the securing requirements, the escort rules, and the risk of getting it wrong. Whether you're moving a 1.5-tonne mini excavator or a 30-tonne crawler, the same principle applies: plant machinery cannot be driven on public roads like a normal vehicle, and the consequences of getting the transport wrong are significant.
This guide covers everything you need to know about transporting plant machinery safely and legally in the UK.
Why You Can't Just Drive Plant Machinery on Public Roads
Most plant machinery is not road legal. The reasons are straightforward:
- Weight. Even a mid-size excavator at 20 tonnes exceeds the standard axle weight limits that apply to vehicles on public roads. Standard road limits are 10,000kg for non-driving axles and 11,500kg for driving axles — a loaded plant trailer combination will typically exceed these.
- Speed. Plant machinery is designed for work, not transit. Most excavators, dozers, and wheeled loaders have maximum travel speeds of 5–20 km/h — completely impractical for road movement over any distance, and hazardous to other road users.
- Road damage. Steel tracks — on excavators, dozers, and compact track loaders — will rapidly damage tarmac surfaces. Even rubber-tracked machines cause excessive wear if driven on public roads.
- Legal requirements. Operating plant machinery on a public road without the correct permits, lighting, insurance, and documentation is illegal and can result in significant fines, prosecution, and insurance invalidation.
The practical solution is always the same: load the machine onto a suitable trailer or low loader and transport it by road using a properly licensed HGV.
Choosing the Right Transport Method
Low Loader Trailer
The standard choice for most plant machinery. A low loader trailer has a very low bed height — typically 450–600mm from the ground — which maximises the headroom available under bridges and height restrictions while carrying tall machines. Low loaders are available in fixed-bed, drop-deck, and extendable configurations.
For most excavators up to 30 tonnes, a standard 3-axle low loader towed by a 6×4 or 6×2 tractor unit is the appropriate combination. Machines up to approximately 20 tonnes can typically be moved on a 2-axle step frame trailer.
Common low loader configurations for plant:
- 2-axle step frame — suitable for machines up to approximately 15–18 tonnes; widely available from plant hire companies and hauliers
- 3-axle low loader — the workhorse of plant transport; suitable for 20–35 tonne machines on standard combinations
- 4-axle and multi-axle — for larger, heavier machines requiring additional axles to spread the load
Plant Trailer (Beavertail)
For lighter machines — mini excavators, dumpers, rollers, compact track loaders up to approximately 10 tonnes — a standard plant trailer or beavertail is the most practical and cost-effective option. Beavertail trailers have a hinged rear ramp for easy loading and can be towed by a suitable 4×4, large pick-up, or light commercial vehicle depending on the trailer's gross weight rating.
Roll-On Roll-Off (RoRo)
For wheeled plant — wheeled loaders, telehandlers, rough terrain forklifts — a roll-on roll-off configuration where the machine drives onto the trailer under its own power is often the quickest loading method. A good set of loading ramps and a competent operator makes this fast and efficient.
Specialist Transport for Abnormal Loads
For the largest plant — large crawler excavators above 35 tonnes, heavy lifting cranes, large rigid dump trucks — specialist abnormal load transport is required. This involves multi-axle combinations, route surveys, advance permit applications, and in many cases police escort.
Understanding STGO and Abnormal Load Permits
The UK's legal framework for moving heavy or oversized loads is the Special Types General Order (STGO). If your plant machinery and trailer combination exceeds standard weight or dimension limits, STGO applies.
STGO Categories
- Category 1 (STGO Cat 1): Gross weight 44,001–80,000kg. The operator self-certifies compliance. Notification to the police and relevant highway authorities is required with a minimum of 5 clear days' notice. No permit required but notification is mandatory.
- Category 2 (STGO Cat 2): Gross weight 80,001–150,000kg. Requires VR1 authorisation from the relevant authority. Police notification required.
- Category 3 (STGO Cat 3): Gross weight above 150,000kg. Requires full VR1 permit and police authorisation. Most complex category — used for the heaviest specialist plant moves.
When Do You Need a Permit?
A permit is required if the vehicle exceeds the standard 44,000kg gross vehicle weight limit, even if the dimensions are standard. You must also consider axle weights — limits of 10,000kg for non-driving axles and 11,500kg for driving axles apply. Exceeding these thresholds triggers the need for STGO classification and the relevant authority notifications to ensure the road surface and bridges can support the weight.
For most standard plant moves — a 20-tonne excavator on a 3-axle low loader behind a 6×2 tractor unit — the combination will be close to but within the 44-tonne limit and no STGO permit is required, though correct axle weight distribution is still essential.
Width Restrictions and Escorts
Police escorts are mandatory for any load exceeding 5.0 metres in width or 30 metres in length. You must still provide two clear working days' notice to the police for any load wider than 3.0 metres.
For loads between 3.0m and 5.0m wide, a police escort isn't legally required but private pilot cars are commonly used to manage traffic and alert other road users.
Securing Plant Machinery for Transport — The Legal Requirements
Securing plant machinery correctly is both a legal requirement and a safety-critical operation. An unsecured or inadequately secured machine on a public road is a serious risk to life.
Lashing and Chain Requirements
The load must be secured using chains, straps, or a combination, rated to the weight of the machine. The general rule is that the combined restraint capacity must be at least 50% of the machine's weight in each direction — forward, rearward, and laterally.
For a 20-tonne excavator, that means a minimum of 10 tonnes of restraint capacity in each direction. Use multiple chains and anchor to the designated lashing points on both the machine and the trailer — never to hydraulic lines, handrails, or unsupported structural members.
Key securing steps:
- Attach chains or straps to the manufacturer's designated lashing points on the machine — check the machine's operator manual if unsure
- Cross the restraints where possible — diagonal lashing resists lateral movement better than straight-line lashing
- Check tension after the first mile and again after every significant stop — chains loosen in transit as the load settles
- Fit corner protectors where straps run over sharp edges
- Lower the boom, blade, or attachment to the lowest position before transit — reducing height and centre of gravity
- Engage the travel lock / swing lock on the machine if fitted
- Remove or secure any loose attachments, tools, or accessories
Lights and Markers
If the load overhangs the trailer by more than 1 metre at the rear, a rear marker board and lights are required. Loads wider than 2.9 metres require side markers. Consult the Road Vehicles (Construction and Use) Regulations for the specific requirements applicable to your combination.
Route Planning — What to Check Before You Move
Comprehensive route planning involves full route surveys, access planning, and permit handling. Experienced teams identify bridges, road restrictions, tight turns, and height limitations, coordinating with authorities when necessary. Before moving any significant plant, check the following:
- Bridge weight limits. Low-loader combinations can exceed the weight rating of older rural bridges. Check OS maps and local authority bridge data for any weight-restricted structures on your route. Note that restrictions are sometimes temporary due to structural works — always check current status, not just historical data.
- Height restrictions. Low bridges are the most common cause of abnormal load incidents. Know your combination's overall height with the machine loaded — then add a margin. Low loaders carrying tall excavators can reach 4.0–4.5 metres, which exceeds many rural bridge clearances.
- Road width. Narrow lanes, tight bends, and low-clearance gateways can make a route impassable for a wide low-loader combination even where the load is technically within legal width limits.
- Road surface. Some rural roads and estate tracks have weight limits imposed by the landowner or local authority. A fully loaded low-loader combination will damage unsurfaced or lightly surfaced tracks and could create liability.
- Time of day restrictions. Some local authorities impose restrictions on abnormal load movements during peak hours or on certain roads. Weekend movements are sometimes restricted in town centres.
Driver Qualifications and Vehicle Requirements
The driver of the towing vehicle must hold the correct licence category:
- Category C+E — required to tow a trailer over 750kg behind a vehicle over 3,500kg GVW; this is the standard requirement for a full low-loader combination
- Category B+E — sufficient for lighter plant trailers where the combination does not exceed 8,250kg MAM
The towing vehicle must have an appropriate towing capacity and the trailer must be roadworthy with a current annual test certificate. Trailer brakes must be compatible with the towing vehicle's braking system and must work correctly — a loaded plant trailer with non-functioning brakes is extremely dangerous.
The driver must carry:
- Driving licence
- Vehicle registration documents
- Insurance certificate
- Trailer roadworthiness certificate
- Any applicable STGO permits or notifications
- Load documentation including machine weight and dimensions
Insurance Considerations
Standard commercial vehicle insurance does not automatically cover the transport of plant machinery, particularly on low loaders or as abnormal loads. Before moving, confirm with your insurer that:
- The machine is covered in transit (not just at the site)
- The trailer and towing vehicle combination is covered for the load weight
- Any STGO permit or abnormal load notification requirements are met — failure to comply with STGO can invalidate insurance

- Supply the right trailer for your machine's weight and dimensions
- Handle permit applications and authority notifications
- Conduct or commission a route survey
- Arrange escort vehicles if required
- Load and secure the machine with experienced operators
- Carry appropriate goods in transit insurance
- Deliver to the exact site location required
The cost of a specialist plant move varies enormously — a local move of a mini excavator on a small beavertail trailer might cost £150–£300; a multi-axle abnormal load move of a large crawler excavator with police escort and route survey can run to several thousand pounds.
